The Special Education Local Plan Area (SELPA) coordinates with school districts and the County Office of Education to provide a continuum of programs and services for disabled individuals from birth through 22 years of age. They are also available as a resource to the community on issues related to special education.
SELPA ‘s Parent Handbook (also in Spanish) is a good overview of whole IEP process from Assesment to IEP (including Early Childhood).
(They also have a more detailed and lengthy Procedural Handbook. )
